NBPNP Business Immigration Stream Explained

The New Brunswick Provincial Nominee Program (NBPNP) – Business Immigration Stream offers a pathway to Canadian permanent residence for experienced entrepreneurs who want to establish, purchase, and actively manage a business in the province. This stream uses an online Expression of Interest (EOI) system, focuses on real economic activity, and supports long-term settlement.

Important: New Brunswick currently has one business immigration pathway — the NBPNP Business Immigration Stream. The former Entrepreneurial Stream was replaced by this updated program.

PROGRAM OVERVIEW

The NBPNP Business Immigration Stream is a temporary-to-permanent residency pathway. Successful applicants are first invited to apply through an IT A after submitting an EOI, then, once approved, receive a Work Permit Support Letter to arrive in New Brunswick, establish (or purchase) a business, meet performance conditions, and finally apply for provincial nomination and permanent residence.

This stream is ideal for individuals who:

Have business ownership or senior management experience

Possess sufficient net worth and investment capital

Intend to actively manage a business in New Brunswick

Are prepared to live and integrate into the community

Meet language requirements at the official minimum level

CORE ELIGIBILITY REQUIREMENTS

PERSONAL NET WORTH

Applicants must demonstrate a verifiable personal net worth of at least CAD $500,000.


Net worth includes assets owned by the applicant and/or spouse/common-law partner (if applicable). This must be supported by documentation and verified by a third-party.

MINIMUM INVESTMENT

A minimum eligible investment of CAD $150,000 in a for-profit business in New Brunswick is required. This investment must be used for business establishment, acquisition, and ongoing operations.

BUSINESS EXPERIENCE

You must demonstrate at least three (3) years of full-time experience within the last five (5) years in one of the following:

• Business ownership (minimum 33.33 % ownership), or
• Senior management in a business setting with decision-making authority.

LANGUAGE REQUIREMENT

Minimum Canadian Language Benchmark (CLB) 4 in English or French.

CLB 4 is required before submitting an EOI. Accepted tests include:
• IELTS General
• CELPIP General
• TEF/TCF

EDUCATION REQUIREMENT

While the New Brunswick Business Immigration Stream does not prescribe a mandatory minimum education level, education is considered a strong competitive factor in the overall assessment and ranking process.

Applicants are strongly encouraged to demonstrate one of the following:

  • A Canadian high-school equivalent or higher, OR
  • Post-secondary education, which is generally preferred and strengthens the application

For applicants who do not hold post-secondary credentials, substantial and well-documented business ownership or senior management experience becomes especially important.

Educational credentials obtained outside Canada may require an Educational Credential Assessment (ECA) to confirm equivalency.

BUSINESS OWNERSHIP & MANAGEMENT REQUIREMENTS

To qualify, applicants must:

  • Establish a new business or purchase an existing eligible business in NB
  • Own a minimum of 33.33 % equity in the business
  • Be actively involved in daily management and operation of the business
  • Physically reside in New Brunswick to manage the enterprise
JOB CREATION & ECONOMIC BENEFIT

The business must demonstrate that it will have a positive economic impact on New Brunswick. Typical indicators include:

  • Job creation for Canadian citizens or permanent residents
  • Services or products that support local communities
  • Economic growth, innovation, or export potential

While the official page does not list a fixed “number of jobs,” meaningful job creation and contribution to the economy form part of the performance evaluation.

RESIDENCY & SETTLEMENT

Applicants must:

  • Reside in New Brunswick after arrival
  • Actively manage the business from within the province
  • Demonstrate long-term settlement intent as part of the overall assessment and performance evaluation.
BUSINESS EXPLORATION (STRONGLY RECOMMENDED)

Although not mandatory, applicants are strongly encouraged to conduct a business exploratory visit to New Brunswick before submitting an EOI. This helps strengthen the business plan, clarify local market conditions, and demonstrate genuine intent.

2️⃣ EOI Submission

Submit an online Expression of Interest (EOI) through the NBPNP portal. EOIs are scored and ranked.

3️⃣Invitation to Apply (ITA)

High-scoring EOIs are invited to submit a full application.

4️⃣ Full Application & Verification

Submit complete documentation, including third-party net worth verification and a comprehensive business plan.

5️⃣ Work Permit Support

Receive a Work Permit Support Letter and apply for a Canadian temporary work permit (via IRCC).

6️⃣ Business Establishment & Operation

Arrive in NB, establish or acquire the business, and implement the performance plan.

7️⃣ Performance Evaluation & Nomination

After meeting performance milestones, request provincial nomination.

8️⃣ Permanent Residence Application

Apply for Canadian permanent residence through Immigration, Refugees and Citizenship Canada (IRCC).
