Newfoundland and Labrador offers two business immigration pathways under the Provincial Nominee Program (NLPNP) for entrepreneurs looking to establish, purchase, or manage a business in the province:

1. INTERNATIONAL ENTREPRENEUR CATEGORY
PROGRAM OVERVIEW
The International Entrepreneur Category is designed for experienced business owners or senior managers who want to establish, purchase, or invest in a business in Newfoundland and Labrador. Applicants actively manage the business and contribute to the local economy, ultimately qualifying for provincial nomination and permanent residence.

CORE ELIGIBILITY REQUIREMENTS
NET WORTH
Minimum CAD 600,000, legally obtained and verifiable.
MINIMUM INVESTMENT
At least CAD 200,000 in a for-profit business in Newfoundland and Labrador.
BUSINESS EXPERIENCE
- Minimum 2 years owning/operating a business (≥25% ownership), OR
- Minimum 5 years in senior management with decision-making authority
OWNERSHIP REQUIREMENT
Own at least 33.33% equity (or CAD 1,000,000+ investment if less).
LANGUAGE REQUIREMENT
CLB 5 in English or French
EDUCATION (COMPETITIVE ADVANTAGE)
- High school equivalent required; post-secondary education is preferred and strengthens the application.
- Non-Canadian credentials requires ECA.
JOB CREATION & ECONOMIC CONTRIBUTION
- Create at least 1 full-time job for a Canadian citizen or permanent resident
- Business must provide tangible economic benefit
RESIDENCY & MANAGEMENT
- Reside in Newfoundland and Labrador
- Actively manage daily business operations

2. INTERNATIONAL GRADUATE ENTREPRENEUR CATEGORY
PROGRAM OVERVIEW
The International Graduate Entrepreneur Category is aimed at recent graduates of Memorial University or College of the North Atlantic who have already started or acquired a business in Newfoundland and Labrador and actively managed it for at least 1 year. Successful applicants can then apply for provincial nomination and permanent residence.

This stream is suitable for:

Must have owned/operated a business in Newfoundland and Labrador for at least 1 year
NET WORTH & INVESTMENT
- Minimum net worth of CAD 150,000–200,000 (depending on business type and location)
- Investment must be actively used in the business
LANGUAGE REQUIREMENT
CLB 7 in English or French (higher than International Entrepreneur Category)
EDUCATION REQUIREMENT
Must have graduated from a recognized post-secondary institution in Newfoundland and Labrador.
OWNERSHIP REQUIREMENT
Minimum 33.33% equity in the business
