Permanent Residence Pathway for Skilled Workers in Francophone Minority Communities
The Francophone Community Immigration Pilot (FCIP) is a Canadian immigration pathway that offers permanent residence (PR) to skilled workers who want to work and settle in rural or smaller Francophone-minority communities outside Quebec. This pilot helps address local labour shortages, encourages economic growth, and reinforces the demographic and cultural vitality of Francophone communities in Canada.
WHO CAN APPLY?
To be eligible for the Francophone Community Immigration Pilot, you generally must:
✅ Have a valid job offer from an employer designated by a participating community
✅ Intend to live and work permanently in the community that recommends you
✅ Meet relevant work experience and educational requirements (often at least one year of related work experience or a related graduation in the community)
✅ Demonstrate required language ability (English or French, aligned with the job)
✅ Have proof of settlement funds to support yourself and your family
✅ Be admissible to Canada (health, security, and other criteria)
These criteria are similar to other economic immigration pathways but are community-driven and focused on settlement outside major urban areas.
PARTICIPATING COMMUNITIES
The FCIP currently operates in six selected Francophone minority communities across Canada that have shown they can support and benefit from new skilled residents. These communities include:
- Acadian Peninsula, New Brunswick
- Sudbury, Ontario
- Timmins, Ontario
- Superior East Region, Ontario
- St. Pierre-Jolys, Manitoba
- Kelowna, British Columbia
Each community manages local employer designation and candidate recommendation processes. Employers in these communities can apply to become designated employers eligible to make job offers to international candidates.
GET A JOB OFFER
A critical step in the FCIP process is receiving a valid job offer from a designated employer in one of the participating Francophone communities. Employers in these communities must complete community-specific training, be approved as a designated employer, and offer a permanent, full-time, non-seasonal job.
Once you have a job offer, the community’s economic development organization may recommend you for permanent residence based on labour market needs and local settlement capacity.
APPLY FOR PERMANENT RESIDENCE
After receiving a community recommendation, candidates can apply for Permanent Residence through the IRCC PR Portal. The process generally includes:
1️⃣ Create or sign in to the IRCC PR Portal
2️⃣ Complete required forms for you and any accompanying family members
3️⃣ Upload supporting documents such as:

- Proof of language ability
- Work experience records
- Education credentials
- Proof of settlement funds
4️⃣ Pay applicable fees (processing, right of PR, biometrics, etc.)
5️⃣ Submit your application and await a decision
Permanent residence status allows you to live and work anywhere in Canada while supporting long-term settlement.
AFTER YOU APPLY
Once your PR application is submitted:
- IRCC will review your application and documents
- You may be asked for additional medical or police certificates, depending on your situation
- If approved, you and your family will receive confirmation of Permanent Residence
The community’s support and settlement services often help newcomers integrate into local life, including housing, language training, and employment support.
OPTIONAL : WORK PERMIT WHILE YOU WAIT
Some applicants may be eligible for an optional, employer-specific work permit while their PR application is processed. This can allow you to enter Canada sooner and start working in your designated job, provided all criteria are met and IRCC issues the permit.
Note that this work permit is typically tied to the job and employer that supported your pilot application.
