Francophone Minority Communities Student Pilot
Study in Canada Outside Quebec as a French-Speaking Student
The Francophone Minority Communities Student Pilot (FMCSP) is a Canadian study permit initiative designed to attract French-speaking international students to pursue post-secondary education and settle in Francophone minority communities outside the province of Quebec.
The program is administered by Immigration, Refugees and Citizenship Canada (IRCC) and is available only through participating Designated Learning Institutions (DLIs).
WHO CAN APPLY?
You may be eligible for the FMCSP if you:
✅ Are a citizen of an eligible country (see list below)
✅ Are outside Canada at the time of application
✅ Have a Letter of Acceptance from a participating DLI outside Quebec, confirming admission under the FMCSP
✅ Are enrolled in a full-time post-secondary program that:

- Is at least 2 years in length
- Leads to a degree or diploma
- Has more than 50% of instruction delivered in French
✅ Demonstrate French language proficiency at NCLC Level 5 or higher in all four skills
✅ Have sufficient proof of funds
✅ Meet standard study permit admissibility requirements

Applicants must be citizens of eligible Francophonie member countries designated by IRCC.

Eligibility is based on citizenship, not country of residence. The list may change at IRCC’s discretion.
PARTICIPATING PROVINCES & DESIGNATED LEARNING INSTITUTIONS (DLIs)
The FMCSP is available only at participating DLIs located outside Quebec, across provinces such as Ontario, Manitoba, Saskatchewan, Alberta, British Columbia, Nova Scotia, New Brunswick, and Prince Edward Island.
Applicants must ensure their Letter of Acceptance clearly states participation in the FMCSP.

FRENCH LANGUAGE REQUIREMENT
Applicants must demonstrate intermediate French proficiency (NCLC 5 or higher) in:
- Speaking
- Listening
- Reading
- Writing
Accepted proof includes approved French language tests such as TEF Canada or TCF Canada.
PROOF OF FUNDS REQUIREMENTS
Applicants must prove they have enough money to support themselves while studying in Canada under the FMCSP.
You must show proof that you can cover:
- Tuition fees for the first year of study
- Living expenses for yourself (and any accompanying family members, if applicable)
- Travel costs to and from Canada
The required amount depends on the city and province where your DLI is located.
You can prove funds with documents such as:
- Recent bank statements (last 4 months)
- A Canadian bank account in your name
- A GIC (Guaranteed Investment Certificate)
- Loan documents from a bank
- Proof you already paid tuition or housing
- Scholarships or funding letters

Acceptable Proof of Funds May Include:
- Recent bank statements
- Guaranteed Investment Certificate (GIC)
- Proof of paid tuition or housing
- Education loan documents
- Scholarships or funding letters
- Bank drafts convertible to Canadian dollars
Failure to meet IRCC’s financial requirements is a common reason for refusal, even if all other criteria are met.
MEDICAL EXAMINATION & POLICE CERTIFICATE
You may be required to provide:
✔ A medical examination, particularly if you:

- Have lived in certain countries for 6 months or more
- Intend to study in healthcare, education, childcare, or similar fields
✔ A police clearance certificate, depending on your country of residence and visa office instructions
IRCC will notify you if these documents are required during processing.
APPLICATION PROCESS (OVERVIEW)
- Apply to a participating DLI and obtain a Letter of Acceptance under the FMCSP
- Prepare documents, including proof of funds and French language test results
- Submit your study permit application online through your IRCC account
- Pay required fees and provide biometrics, if requested
- Await a decision from IRCC
✔ Applicants under this pilot do not require a Provincial Attestation Letter (PAL or TAL).
PATHWAY TO PERMANENT RESIDENCE (PR)
After you complete your study program and graduate from a participating DLI, you may qualify for PR in Canada if you meet the following conditions:
✅ You are living in Canada (outside Quebec)
✅ You have valid temporary resident status when you apply
✅ You completed an eligible post-secondary program (2+ years)
✅ You studied primarily in French (over 50% of instruction)
