Permanent Residence Pathway for French-Speaking Skilled Workers
Canada’s French-Language Express Entry category is a targeted immigration pathway under the Express Entry system that prioritizes French-speaking skilled workers for Permanent Residence (PR). This category was introduced to strengthen Francophone communities across Canada and support Canada’s long-term Francophone immigration goals outside Quebec.
Through this stream, candidates with strong French language proficiency can receive priority Invitations to Apply (ITAs), even with lower Comprehensive Ranking System (CRS) scores compared to general Express Entry draws.
This program is managed by Immigration, Refugees and Citizenship Canada (IRCC).
WHO CAN APPLY?
To be eligible under the French-Language Express Entry category, you must:
✅ Qualify for one of the Express Entry programs:

- Federal Skilled Worker Program (FSWP)
- Canadian Experience Class (CEC)
- Federal Skilled Trades Program (FSTP)
✅ Demonstrate French language proficiency at NCLC 7 or higher in all four abilities:

- Reading
- Writing
- Listening
- Speaking
✅ Have a valid language test (e.g., TEF Canada or TCF Canada)
✅ Meet education and work experience requirements of the underlying Express Entry program
✅ Be admissible to Canada (medical, security, and background checks)
A job offer is NOT required, although it can improve your CRS score.
FRENCH LANGUAGE REQUIREMENTS
French proficiency is the core selection factor for this category.

Strong French skills significantly increase your chances of receiving an ITA under category-based draws.
HOW THE PROCESS WORKS?
Step 1: Create an Express Entry Profile
You must first create an Express Entry profile and indicate your French language test results.
Step 2: Enter the Express Entry Pool
Your profile is ranked using the Comprehensive Ranking System (CRS) based on:
- Age
- Education
- Work experience
- Language ability (French and/or English)
- Additional factors (Canadian experience, spouse credentials, etc.)
Step 3: Category-Based French Draws
IRCC conducts French-language category-based draws, inviting candidates who meet the French proficiency requirement often with lower CRS cut-offs than general draws.
Step 4: Apply for Permanent Residence
If invited, you must submit your PR application within 60 days, including:
- Language test results
- Education Credential Assessment (ECA), if required
- Work experience documents
- Police certificates and medical exams
- Proof of funds (if applicable)
PROOF OF FUNDS
Some applicants must show settlement funds, depending on the Express Entry program they qualify under.
(e.g., Federal Skilled Worker).
IRCC updates proof of funds requirements annually.
