TEMPORARY FOREIGN WORKER PROGRAM (TFWP)
The Temporary Foreign Worker Program (TFWP) allows Canadian employers to hire foreign workers when qualified Canadian citizens or permanent residents are not available. Employers must obtain a positive Labour Market Impact Assessment (LMIA) confirming the need to hire internationally.
HIGH-WAGE STREAM
The High-Wage LMIA Stream applies to positions that pay above the provincial or territorial median wage. Employers must submit a transition plan demonstrating efforts to hire and train Canadians.
LOW-WAGE STREAM
The Low-Wage LMIA Stream applies to positions that pay below the provincial median wage and includes additional employer obligations such as workforce caps and worker protections.
AGRICULTURE STREAM
The Agricultural Stream allows Canadian agricultural employers to hire foreign workers for primary farming and agricultural occupations where domestic labour shortages exist.
CAREGIVER POSITIONS
Canadian families and care organizations may hire foreign caregivers to provide care for children, seniors, or individuals with medical needs when qualified Canadian workers are not available.
GLOBAL TALENT STREAM
The Global Talent Stream (GTS) provides fast-track LMIA processing (approximately two weeks) for Canadian employers hiring highly skilled workers in specialized occupations, particularly in the technology and innovation sectors.
OWNER-OPERATOR LMIA WORK PERMIT (ENTREPRENEUR WORK PERMIT)
The Owner-Operator LMIA Work Permit allows foreign entrepreneurs who own or control a Canadian business to obtain a work permit while actively managing the company’s operations in Canada.
LMIA-EXEMPT / MOBILITY PROGRAMS
INTRA-COMPANY TRANSFERS (ICT)
The Intra-Company Transfer (ICT) Work Permit allows multinational companies to transfer executives, senior managers, or specialized knowledge employees to their Canadian branch, subsidiary, or affiliate without requiring an LMIA.
CUSMA PROFESSIONALS (FORMERLY NAFTA)
Under the Canada–United States–Mexico Agreement (CUSMA), eligible professionals who are citizens of the United States or Mexico may obtain LMIA-exempt work permits for designated professional occupations in Canada.
CETA PROFESSIONALS
The Comprehensive Economic and Trade Agreement (CETA) allows eligible European Union professionals and service providers to work temporarily in Canada through LMIA-exempt work permits.
FRANCOPHONE MOBILITY PROGRAM
The Francophone Mobility Program allows Canadian employers outside Quebec to hire French-speaking foreign workers without an LMIA to support Francophone communities and labour market needs.
SIGNIFICANT BENEFIT WORK PERMITS
A Significant Benefit Work Permit may be issued when a foreign national’s work in Canada is expected to provide significant economic, cultural, or social benefits to the country.
RECIPROCAL EMPLOYMENT
This LMIA-exempt work permit allows foreign nationals to work in Canada when reciprocal employment opportunities exist for Canadians abroad, such as certain international exchange programs.
ENTREPRENEUR / INVESTOR WORK PERMITS (BUSINESS IMMIGRATION)
This LMIA-exempt work permit allows foreign nationals to work in Canada when reciprocal employment opportunities exist for Canadians abroad, such as certain international exchange programs.
